There is no doubt that Bullseye, arch-nemesis of Daredevil, is one of the most feared and insane assassins in Marvel's franchise. He may have no real superpowers to speak of, but his impeccable aim, meticulous planning and genuinely psychopathic mind make him a threat to even the most powerful superhero. As a child, Bullseye revelled in the pain of others. He tried to kill his father in a fire and murdered those that bullied him. In one of his first missions he took on The Punisher, who was armed with his trademark huge gun, and defeated him with a knife from distance. He bested Daredevil, his main rival, on many occasions - just so he would be able to brag about doing so. When Daredevil finally beat him in return, Bullseye's insanity was revealed in full. He began killing innocent bystanders mercilessly in the hope that one of them might be Daredevil. Just to top all of this off, Bullseye is so respected as a killer that he was once hired to kill the practically invincible Deadpool. He shot The Merc With A Mouth through the head and, in typically twisted fashion, waited gleefully for Deadpool's healing factor to kick in so he could kill him again. Eventually, perhaps inevitably, Deadpool defeated him - but it is testament to Bullseye's skills and reputation that he could go toe-to-toe with him.
