As The Joker is such a popular villain, you would think that a series starring him would be a hit. However, his misadventures have been frequently contained to limited series, especially after his first title lasted for only nine issues. It was one of the ridiculous requirements that villains always be shown to be punished in some way, a tricky situation to try and get around when your lead is one of the biggest bad guys in comics.
