Captain America as he's known today was created by Stan Lee in some respects though, as it was Lee who brought him back in the early '60s as a member of The Avengers. With the use of a clever retcon, it was explained that Steve Rogers had been left frozen in a block of ice in the North Atlantic Ocean after falling from a drone which he and Bucky disarmed in the air. When Earth's Mightiest Heroes found and defrosted him, Cap became a key member of the team from Avengers #4 onwards. Lee and Kirby updated his costume and made him a man out of time, which is still a key personality trait.
