8. Magneto
Part of Max Eisenhardt's whole deal is that he's not strictly an out-and-out villain. That's how he was portrayed in early appearances, where his schemes were often of the classic supervillain sort, but far more interesting is a Magneto who's simply got a different approach to human-mutant relations than his former BFF Charles Xavier.
Still, that different approach does often involve doing supervillainous things like building a base on an asteroid, attempting to wipe out all of humanity on multiple occasions and raising Manhattan to the ground so he can start a mutant colony there. Oh, and the time he disguised himself as a totally different mutant called Xorn and infiltrated the X-Men.
Magneto's powers are seemingly unquantifiable, his “mastery over magnetism” allowing him to fly, control any metal object, but also apparently to tear people's blood out (there's iron in it!) and hypnotise (with his “magnetic” personality). The fact that he's ruthless and incredibly smart also means he can utilise those powers in devastating fashion.
