Batman has one of the best-known and all-round fantastic collection of villains of not just superheroes, but really any fictional character going. Everybody agrees on that. Sherlock has his Moriarty, Bond has his Blofeld, whilst the Dark Knight has to contend with The Joker, Two-Face, Poison Ivy, Catwoman, The Riddler, The Penguin, and any number of other enemies who are equal parts colourful gimmick, interesting powers and dangerous psychosis worthy of being locked up in a creaky old asylum. Not all rogues gallery members are created equal, however. Because for each of those truly classic Batman bad guys that everybody with at least a cursory knowledge of pop culture (sorry, Calvinists and Children Of God) can name off the top of their heads, there is a good dozen or so truly awful costumed supervillains the Caped Crusader has had to contend with. Look, everyone has there off days, and that applies to both Batman's writers and Bruce Wayne himself. After coming up with a fleet of original, unique and inspired nemeses, they can be forgiven for dropping the ball for some of their later creations. Similarly, Batman can be forgiven for every so often wanting something easier than another murderous ten rounds with The Joker. Sometimes he just wants something more simple. Like Clayface. Then there are the ones that are inexcusable. The bad guys who you cannot comprehend were allowed to exist anywhere but the leaden imaginations of their creators. The enemies who take the mantles of moths, magpies, kites. The absolute opposites of Two-Face and Bane. These are the thirty worst Batman villains of all time.

30. Condiment King

Harley Quinn originated in the Batman animated series and is now an integral part of the DC universe.

The same can not be said of Condiment King who was also invented for the cartoons. It's probably because he's a man who attacks people with various condiments.
