The highest-ranking “normie” on our list is the often detestable Amanda Waller, a woman who will go to any lengths to complete her mission, which is at times something only she’s fully aware of.
Heading up government arms such as Checkmate or A.R.G.U.S., Waller has for years served as a proverbial pain in the Justice League’s rear end, operating as a hand of the law and yet serving questionable goals, often abusing metahumans as a means to get there.
Waller fulfils the role of “frustrating government busy body” to a tee and has taken it a step further, creating the Suicide Squad as a tool to deal with threats normal soldiers cannot.
Big and nigh impossible to get past, she’s not nicknamed “The Wall” for nothing.
