4. Hugo Strange
In the Batman: Prey storyline of Legends of The Dark Knight, Hugo Strange is introduced for the first time in Post-Crisis continuity. Prior to this he had been portrayed as a typical mad-scientist style supervillain, whereas in Prey, he is written as a psychiatrist, who debates Jim Gordon on a TV news programme, as to the motivations and psyche of Batman.
After his apparently impressive display of his knowledge of Batman's motivations, Mayor Klass offers Strange a job as a police consultant, in order to assist a new task force he puts together to bring down Batman.
In his role as police consultant, Strange tries to get into the mind of Batman, by bizarrely dressing up as him, and skulking around his penthouse while talking to a mannequin about his jealousy of Batman. Eventually Strange does indeed learn of Batman's true identity, leading him to attack Alfred and Bruce at Wayne Manor.
Later in the story, Batman goes to Strange's penthouse and sees him once again dressed as the Caped Crusader, and once again talking to a mannequin. When confronted about his true identity, Batman simply acts dumb, and plays the 'I'm not mad, YOU'RE mad!' card, which given the immediate circumstance, seems fair.
Although Strange never actively goes out pretending to be Batman on the streets of Gotham like others on this list, I'm quite sure he at least had the mannequin convinced.
