In both incarnations of the characters Rhodey has been with Tony from the start, with the two being friends through Stark's relationship with the military in the MCU, and Tony encountering him during his escape (and initial use of the Iron Man suit) in the comics.

Since then the characters have obviously gone on to both lead very successful, if not untroubled, lives as armour clad superheroes.

With Rhodey being the less headstrong of the pair, he is often the one to keep Tony from going off at the deep end, both before and during their time as heroes, meaning the two really do need each other, with Stark providing the tech support and Rhodey the moral.
