Jean Grey may have the Phoenix Force, but she is by no means the most powerful mutant in existence.

Typically, the most powerful mutants in existence are referred to as Omega-Level Mutants. Among the most famous members of this exclusive club include Iceman, Franklin Richards (son of Mr. Fantastic), and Emma Frost, and though they all have a claim to be the most powerful X-Men out there, it is David Haller, AKA Legion, who tops the list.

The son of Charles Xavier, Legion has the ability to manufacture new powers on the fly, on account of his many personalities onset by a trauma sustained during his childhood. As for what powers he can create, there isn't really a limit to what he can do. Although each new one comes with the added wrinkle of a new personality, the fact that Haller can develop an almost limitless array of abilities ensures he takes the top spot for sheer power, with that extra layer of unpredictability making him a spectacularly powerful threat.

Sure, he may not be the most famous X-Man out there, but out of all of them, Haller is definitely the strongest of them all.
