5. War On Batman
DC ComicsThe Gotham City Police Department's official stance on Batman has been ever-shifting, even since the earliest incarnations of the Caped Crusader. The original Batman was essentially a private contractor for the police, albeit with motives of his own, and the GCPD respected Batman's vigilantism and never lifted a finger to stop him. By the time the Year One Era rolled around, the GCPD resented Batman and actively hunted him. James Gordon himself was a big part of the hunt for the Dark Knight, and his realization of the necessity of such a force in Gotham City is both the best part of Frank Miller's Year One and an important step in freshening the relationship between the two. Obviously, Eternal takes Gordon out of the picture, leaving room for a full-scale war on the Bat. This appears to be a much more concentrated effort than any we have seen before, to the extent that actual criminals are ignored in favor of hunting the black-caped vigilante. The war is an overarching plot point that will no doubt come to a head, but it has already yielded some more specific moments of significance...
