When Victor Stone became Cyborg, his world changed in much more than physical ways. His intellect and perceptions have been augmented by his computer enhancements and his connection to both the Father and the Mother Box. In addition to giving him the ability to hack and control any computer he encounters, his thinking and response speeds are superhuman but still far below that of the Flash.

The connection to the Mother Box gives Cyborg the ability to create Boom and Hush tubes that allow him to transport himself and others vast distances and to even enter into Hypertime, which are things that Flash can’t do. Also, Victor’s sonic disruptor would be a devastating weapon if it hits Barry before he was able to get up to speed.

It might seem cruel, but catching Cyborg by surprise and disassembling his arms and legs, and moving them significant distances away is really the only way to disable him for a significant amount of time. Even when unconscious, his computer part is still active and he has several defensive programs running. Though disassembled, he will start to regenerate quickly, so Cyborg won’t be down for long.
