Retcons are a hell of a thing.
A fire demon by the name of Zarathos was having a merry old time being worshipped by mortals. Envious, Mephisto, a misanthropic rogue out to hurt every human he meets no less, was jealous for some reason and decided to entrap Zarathos in the torment of a human body. He did so whilst posing as Satan, seemingly confirming Satan himself must be a separate individual.
Biking rogue and future Nicolas Cage-looking movie character Johnny Blaze was the hapless individual selected for the fusion. In sending Zarathos packing to a human shell, Mephisto apparently crushed the poor guy's cult following among mortals.
There's also the case of Satan's empty throne in a 'Journey Into Mystery' story from September 2011. While the tale focuses heavily on Mephisto and allows him to initially present himself as The Devil, it becomes clear he's not quite on the level. Released in the midst of the 'Fear Itself' event, Mephisto recounts what the gods have been up to lately. Along the way, we discover Satan has an empty throne in Hell that no one's mustered up the guts to sit on.
Given Mephisto lives in the underworld, surely he'd be on the throne if he were The Devil himself?
