8. New Avengers Vs Thunderbolts
The Thunderbolts, for the uninitiated, are a team of supervillains masquerading as superheroes, all of whom are working for General Thunderbolt Ross. They're basically the Suicide Squad if they were more open and public.
Because the life of a supervillain tends to be, shall we say, flexible, there are no core members you absolutely have to use like with the Suicide Squad and Deadshot. As such, Marvel can just do what the new Suicide Squad movie is doing and just pull a bunch of other villains from the comics into a single team and call it good. And if they need a well established villain, why not Loki or Zemo?
And then of course, there's the matter of how they would clash with whatever new Avengers team crops up at the same time. One team will likely rise in direct response to the other, but either way it's guaranteed to be a fun time.
We've spent three phases building up Ross's animosity towards The Avengers, so it makes sense that he would just craft his own team that he can directly control with the real Avengers gone. And if a New Avengers team were to then show up in reaction, well, there's only one glorious way that can end, isn't there?
