J. Jonah Jameson is not the biggest fan of Spider-Man, and has resorted to everything from public smearing, hiring hitmen and and attempted murder himself. Still though, there's something especially grotesque about the role he played in the creation of one of Spidey's most infamous enemies: Scorpion.

Mac Gargan was a shady private investigator Jameson had hired to stalk Spider-Man and, after becoming obsessed with the wall-crawling superhero, Gargan agreed to partake in an experiment funded and hosted by Jameson.

The experiment went wrong, Scorpion mutated into the supervillain fans know today, and Jameson suddenly found himself at the top of his hit-list along with Spider-Man.

Not only had Jonah gone out of his way again to show that there is no stone he won't uncover to takedown Spider-Man - even if that means killing him - he ruined the life of a man who trusted him and gave the world another super villain to worry about.

Mac Gargan is not necessarily the most innocent of men out there granted, but he is arguably the person who came off the worst from dealing with Jameson and his selfish personal agendas.
