9. Gangster Penguin
The truly sad thing about The Penguin is that fans have never seen the definitive take on this great villain in movies or TV.
Tim Burton reimagined Oswald Cobblepot as an unhinged circus freak in Batman Returns, and that worked well enough, but ruthless arms dealer and powerful crime boss is the best fit for him.
This is the version of the umbrella-packing bad guy that should be included in The Batman, and the late Philip Seymour Hoffman would have been perfect for the role.
Since he's sadly no longer with us, let's hope reports that Beauty and the Beast actor Josh Gad has been cast as the villain are true, since he'd work equally well.
Aside from having the right physicality for Penguin, Gad's roots in comedy would serve him well in this role.
Cobblepot should be reimagined in a grounded way, while retaining some light comic booky elements, which the actor would most certainly bring.
