With Senator Stern (RIP Garry Shandling) likely still in prison, there’s an opportunity for a new corrupt political figure to make his debut. Enter Senator Robert Kelly — an antagonist to the X-Men throughout his long career promoting anti-mutant policies.
Senator Kelly’s history with mutants has already been shown in the comics, animated series, and in Fox’s original X-Men movies — which means he’s due for a refreshed introduction.
Instead of focusing on mutants specifically, he could easily be introduced into the anti-super-powered rhetoric that Secretary Ross pushed in Captain America: Civil War. After altering the fate of the universe twice, it’s only logical that whatever new governments are in place will want more control over enhanced individuals.
A brief introduction in Falcon and the Winter Soldier as a secondary antagonist could lead to a larger role in a rumored Thunderbolts movie. After all, what better way to eliminate your enemies than to pit them against each other?
