Like Peeves in the Harry Potter world, Tom Bombadil is a huge character from the Lord of the Rings source material that was omitted from the big screen. It's easy to see why, as the character arguably would have taken a lot of exposition and time for relatively little gain, but there could have been more to him according to this theory.

What if Tom Bombadil actually was a part of the movies, only obscured as his alter ego, the Witch-King of Angmar? Could one of Sauron's strongest allies have been the person that helped out Frodo and co. before they even left the Shire in the books?

He is immeasurably old, he was unaffected when he wore the Ring and was unsusceptible to its power when Frodo put it on, and the Council of Elrond didn't trust leaving the weapon with him in spite of his obvious power and abilities.

There are certain questions raised about why the Witch-King would have use for such a different guise, but the parallels are there. There is deep lore from the books that paint Tom and the Witch-King with the same brush, and it would certainly explain much of the seemingly unexplainable that happened between he and the Hobbits in the source material.
