Logan brought Wolverine's story to an end, and Hugh Jackman's tenure as the character also concluded there. That robbed fans of a team-up with Deadpool, of course, but it didn't close the door on another clawed mutant being part of the X-Men Universe.
James Mangold announced that he and Craig Kyle were developing a solo X-23 film shortly after Logan was released, but his commitments to other projects (and Dafne Keene signing up to star in HBO's His Dark Materials) killed the movie's momentum. However, there were also rumours that the character was set to play a role in the aforementioned X-Force spinoff.
Either way, it clearly wasn't meant to be, and the pieces never fell into the right places. It certainly would have been interesting seeing what came next for X-23, while having Wolverine's legacy continue in this way was a smart move on Fox's part, especially as replacing Jackman was always going to be hard. However, Marvel Studios is bound to give it a good try...
