3. Detective Arnold Flass (The Dark Knight Trilogy)

Arnold Flass is a detective in Gotham City's Police Department who is paid by mobster Carmine Falcone to ensure that the police stay away from his criminal operations. He's also the assigned partner of James Gordon - a fellow detective who would go on to be promoted to Police Commissioner - and he's quite appalled by the fact that Gordon is a genuine cop. He's a vulgar man and obviously a very dishonest cop, who uses his role as a way to take advantage of others. He's overweight, dishevelled and scruffy, and it is very satisfying when Batman sets a trap for him down an alley (after Flass had just stolen a hot dog from a poor street vendor) and interrogates him, terrifying him completely. It's even more satisfying when, during Gotham City's siege at the hands of Ra's al Ghul, Flass is infected with Jonathan Crane's fear toxin, and he's about to shoot two children (who he sees as monsters), when he's knocked out by James Gordon, who later handcuffs him to a pipe. He spent time in a mental institution after that and was subsequently sacked by the police. Good riddance to bad rubbish.
