One of the biggest questions raised by Fantastic Beasts And Where To Find Them is this: why are there no Obscurus during the events of Harry Potter? Why are they never mentioned? It's possible, in fact, that the reason is right under our very noses.

The reason for the implementation of "letters from Hogwarts" at a young age is directly tied to the events of Fantastic Beasts and the Obscurus. Think about it: an Obscurus is formed when a young, magic prone child is unable to control their magic, or is forced to suppress it. During the events of Beasts it's pretty clear that Muggles and wizards have a very different relationship, featuring a whole lot more repression and fear.

Sending letters to kids with magical prowess, then, would be a way of curbing the development of Obscurus's early on, essentially stamping them out. I mean, it's clear from Harry Potter those letters will do anything to get into the hands of a wizard.
