4. Doctor Doom
While the Marvel Universe has no shortage of enemies for its heroes to battle, the one who seems to show up in just about every comic book is none other than Victor Von Doom. Dr. Doom is both the leader of his native Latveria and the thorn in every hero's side.
He's been the primary antagonist to the Fantastic Four, but he's also been the bad guy for the Avengers, Spider-Man, Black Panther, Iron Man, the X-Men, and many more. The only reason he hasn't shown up in the MCU throughout the first three phases is due to the fact that Fox held onto his rights.
Fortunately, that's no longer a problem, so there's little doubt Doom will make an appearance in the MCU sometime in the near future. While he is more closely associated with the Fantastic Four than any other group of heroes, Marvel may drop him into the MCU outside of their first film.
All three attempts to bring the FF to the silver screen have had the team go up against Doom, and none did as well as the studio had hoped. Marvel may throw him into the mix outside of the FF to try and avoid repetition, in the same way they didn't bother with the Uncle Ben storyline for Tom Holland's introduction to the MCU.
