10 Movies That Wasted Their Best Weapon

3. The Winter Soldiers - Captain America: Civil War

Picking just one standout fighter or weapon in Captain America: Civil War sure isn't easy, but arguably the most useful of the lot never even got a look in at all.

The film's finale takes place at a Siberian HYDRA facility, where Helmut Zemo (Daniel Brühl) has lured Iron Man (Robert Downey Jr.), Captain America (Chris Evans), and the Winter Soldier (Sebastian Stan), for fear that he's about to re-activate a fleet of hibernating Winter Soldiers.

It's explained earlier in the film that the Winter Soldiers are expert assassins who were engineered to be even more powerful than Bucky, the implication being that this army will be Iron Man, Cap, and Bucky's final challenge.

However, when the heroes arrive at the Siberian base, Zemo reveals that he murdered all the Winter Soldiers with a gunshot to the head as soon as he arrived, and his real plan was to set the stage for Iron Man vs. Cap and Bucky.

This is a rare instance where wasting the most fearsome threat was actually dramatically worthwhile - in favour of a typical superhero movie battle against a horde of anonymous warriors, we got a far more personal, emotionally charged two-on-one fight between characters we were thoroughly invested in.
