You see this kind of film come around a lot, especially in the UK. These average biopics starring a relatively well-known lead British actor that get dropped seemingly randomly in the theatrical release calendar.
These films often get heavy promotion in the UK, but almost always fail to see the results of their efforts. But the UK is a small market, and while it probably wasn't sent out to die in the British market, the studio must have known it wasn't to be a breakout hit following its incredibly average reviews.
In the United States, however, its death march was real. Released on the same day as Pokemon: Detective Pikachu with hardly any promotion, the counter-programming didn't work out at all. It hit the lower end of its expectations, only earning $2.2 million, and has currently only earned $7 million against a $20 million budget.
There's really only so much you can do when the Tolkien estate releases a public statement that they did not endorse the film in any way... Ouch.
