3. Why Sam Wilson Doesn't Initially Become Captain America

After being blipped out of existence for five years, you would think that Sam Wilson would no longer be a wanted man. However, when The Falcon and The Winter Soldier begins, the United States government still wants to punish him for violating the Sokovia Accords according to one plot leak.

Steve Rogers may have hand-picked Sam as the new Captain America, but the only way the people in charge are willing to let that happen is if he takes the Super Soldier Serum. He refuses, and that's how John Walker ends up being given the chance to wield the shield. Why, though, wouldn't The Falcon want to follow in the footsteps of his best friend?

Well, he's reportedly talked out of it after meeting Isaiah Bradley, the MCU's original Captain America. It sounds like the government didn't want a black Captain America, so it's no wonder Sam doesn't want to wear the flag of a country which would do something like that.

Anthony Mackie has, of course, confirmed that he's the new Cap, so something will likely change along the way. Either way, this series is clearly going to tackle some hard-hitting issues.
