4. Karli Morgenthau (The Falcon & The Winter Soldier)
The premise of The Falcon and the Winter Soldier was a strong one, both for Sam Wilson and the history of Captain America’s shield, and for a post-blip MCU world. When Hulk snapped everyone back into existence it wasn’t all smiles and sunshine, and Karli Morgenthau could have been a great villain to encapsulate all of this.
However, she was found completely lacking in most departments. She had a strong point to make, in that the US government seemed to care more about those that returned from the blip than those that had to suffer through it, but there was never any real threat from her.
She took the super soldier serum, but very rarely actually utilised the fact that she had super strength, and where she could have truly made a real argument to get her message across, she instead decided to devolve into terrorist attacks and bombings.
Karli died without making even a slight difference to her own cause, which was highlighted by the fact that the new Captain America did more for her with one speech than she did throughout any of her radical lobbying.
