4. The Villains Steal Chitauri Tech (Probably)

The LEGO Beware The Vulture set obviously suggests that there's going to be a big set-piece chase involving Vulture, Spider-Man and Iron Man (and probably Shocker), but the most intriguing part of the set is the fact that the cargo the fleeing truck is carrying (or dropping more appropriately) is stolen from the DODC (more of which soon).

Given what we know of the plot so far and The Tinkerer's relationship with Vulture (and his role in helping develop his flight suit), this set fills in the gaps that Shocker's crew (or the alliance of Vulture and Shocker that will inevitably happen) actually break into government property to steal something valuable.

And given that Vulture's wings (and possibly Shocker's gauntlet) are based on Chitauri tech, you'd have to assume there's a heist somewhere in the film that sees them recover that tech from the government agency charged with guarding it and researching it.
