3. Captain America (And Maria Hill) Crashed The Helicarriers - Captain America: The Winter Soldier

When General Ross turns up in Captain America: Civil War, you could have been forgiven for thinking that his apportioning blame on the Avengers for the Triskelion disaster is a little unfair, considering that was a HYDRA operation that went badly, but he does have something of a point. Those helicarriers might have killed a whole host of targets if Project Insight had gone to plan, but had they been disarmed but kept in the sky, they wouldn't have killed anyone.

For them to have killed the 23 innocents that General Ross reports to the Avengers as proof that they need to be regulated by the Accords they had to be dropped out of the sky. And for that to happen, Captain America had to change their guidance chips and Maria Hill had to crash them into each other. What the hell else did they expect to happen, exactly?

You can't just drop massive vehicles out of the sky and expect it to be fine. Ultimately, Cap made a judgement call and 23 innocent people lost their lives.
