Jim Sharman has stated that he and Richard O'Brien intended to make the movie a darker take on The Wizard of Oz, and this extended to including an aural homage to the iconic film within the show-stopping "Time Warp" musical number.

The Transylvanian backup singers actually had their vocals sped-up to make them sound more "munchkin-like," a technique which director Victor Fleming also employed on The Wizard of Oz to give the munchkins a distinctive vocal tenor.

It's certainly an effective trick in amplifying the song's already considerable strangeness, and an ingeniously subtle tribute to one of all-time great movies.
