4. Rhino
It is rare to see dim-witted villains in superhero films, but that shouldnt keep the Rhino from getting a big screen debut. The Rhino is a former street thug who underwent an experimental surgery to augment his strength and speed. His costume, which he can't remove, provides him with increased durability, making him literally Spider-Man's toughest foe. While his physical prowess more than makes up for what he's missing upstairs, he would still probably need to be balanced out with a more intelligent villain, like Vulture or Black Cat. If the filmmakers did decide to go with the super soldier storyline, the Rhino could be another test subject alongside the Black Cat, or both could be products of OsCorp. Either way, the Rhino would provide a unique physical threat for Spider-Man that has never been seen before.
Suggested Actor: Jason Statham While the Rhino is traditionally a former Russian thug, it wouldnt be much of a stretch to make him British instead. If so, Statham would be the perfect actor for the part; he was practically built for it. His significant size and signature wit could even make the Rhino one of Statham's most memorable roles. Remember, this guy was originally designed to rival the Hulk!
