28. Jaws - Mayor Larry Vaughn
Larry Vaughn (Murray Hamilton) is one of Hollywood's greatest-ever representations of capitalism run amok. He's so focused on money that he keeps the beaches open even when a shark is on the loose, and gets several innocent people killed in the process. Sure, he feels bad afterwards, but it's too little and too late by then.
As well as being an arrogant, infuriatingly obtuse fool, what makes Vaughn even more unsettling is that he's scarily believable. A powerful man ignoring obvious risks to safety, just so that he can make money... there are many, many cases like this in the real world. He's a character that cuts deep because he got too real.
He was somehow still the mayor in Jaws 2, and he once again ignored Police Chief Martin Brody's (Roy Scheider) warnings about a killer shark, so it doesn't seem like Vaughn really learned all that much.
Furthermore, as if all of that wasn't bad enough, those multicoloured suits Mayor Vaughn wears are an absolute eyesore. There is pretty much nothing to like about this guy, and it's a shame the franchise never saw him meeting one of the sharks he so arrogantly dismissed.
