2. Éomer
The future King of Rohan, Éomer, was an odd presence in the LOTR. He played a big part in the final battle, helped the Fellowship out as much as possible, and even turned his actor (Karl Urban) into a breakout star. But, despite all that, he was surprisingly forgettable.
Introduced in The Two Towers, Éomer became one of Rohan's most important figures. His banishment showed how far Théoden had fallen under the influence of Saruman, and his rise as a hero of Middle-Earth was littered with badass moments. Who can forget when he took out two Mumakil with just one spear?
But, outside of battle, Éomer was very stoic and quiet. He didn't make many decisions and was usually drowned out by the other characters. This is likely what led to him feeling like a less important side character, but it doesn't do justice to this Marshal of the Mark.
There are times when characters should be judged by their actions, not by their words, and in that regard, Éomer deserves way more respect than he receives.
