Recency bias aside, or just ignoring for a second that Infinity War is in a league of its own, Captain America: The Winter Soldier remains Marvel's greatest non-Avengers work.
Paying homage to seventies conspiracy fiction whilst adapting a seminal comics storyline, the Russo bros' entrance to the MCU was a phenomenal one. Espionage was also the name of the game, and given that Barnes' tenure as the star-spangled man with a plan fell largely under that genre in the comics, any film with him in the lead is likely to follow in Winter Soldier's footsteps.
That's great news no matter your opinion on Captain America, and given this was the also the film that saw Bucky adopt a new identity, having him adopt another in a sequel tonally similar to it would make perfect sense.
And hey, if the Russos aren't interested in another after Avengers 4, then Evans can take part as director.
