9. Arnim Zola
HYDRA's resident mad scientist has been a fixture of every Captain America film thus far, and with each appearance he becomes more and more like his comic book incarnation - namely a robot body with a big computer-generated face on a monitor in the middle. Last seen spouting exposition as to how exactly HYDRA managed to poison S.H.I.E.L.D. from within over the last 70 years, the digitial program of Zola ended his villainous monologue by starting a self-destruct sequence and disappearing from the computer. It's not insane to think that Zola uploaded himself elsewhere in his climactic scene in The Winter Soldier. Having him return in Civil War - a memorable villain to those who have seen the last two movies - will help create a throughline, wherein he can be used as a launchpad for Daniel Brühl's Baron Zemo, along with Frank Grillo's returning Crossbones.
