6. The Villains Aren't Being Recruited
The original Civil War saw Iron Man tap Baron Zemo to recruit supervillains willing to fight and round up the heroes. This deal with the devil was made shocking by the wealth of shared history between all the characters involved. It seems unlikely then that Stark will go straight to a Nazi scientist we haven't met before just to enlist forces (even if Daniel Brühl is confirmed to be playing a version of Zemo), especially when this Civil War is even more tightly focused on heroes fighting each other than its illustrated counterpart. More important, though, is the fact that the MCU has killed off just about every major villain it's cast. We all know that Crossbones will be back to scuffle with Cap after being thoroughly kicked all over in The Winter Soldier but he's the only really recognisable villain that Marvel Studios could use at this stage, rendering that particular plot-strand pretty pointless. Also, if Tony was to go to such a dark place as getting back into bed with immoral characters from his past they would surely have shown it, especially as it unbalances sympathies in Cap's favour and paints him as the villain instead of just being ideologically opposed.
