3. Captain America

Like Iron Man being hard to hate, Cap isn't entirely easy to love in Civil War without some caveats. Crucially, his commitment to Bucky isn't sold as his only reason for not signing the Accords. He doesn't believe that heroism should come at the cost of freedom, and he definitely has some residual distrust for the government after the events of The Winter Soldier.
His frostiness to General Ross is a subtle and brilliant touch, and so is his almost paternal need to protect Wanda Maximoff even when she's made fatal mistakes. Even though he started this journey as a soldier (and he's still very much got the moves), he's now led just as much by emotions as Tony Stark has been throughout the Phases.
At times, Cap seems pig-headed and a little stupid, but Chris Evans apple pie performance is utterly charming, and you find yourself forgiving him. Plus you can't help but love him for his conviction and his refusal to go down, even when he's beaten. That's true heroism right there, and the idea of him leading a Secret Avengers team underground is a great one.
