6. The Registration Act Is Still Here
It should be pretty apparent that Captain America: Civil War isn't a straight adaptation of its sub-titular namesake. The set up of the MCU in 2016 and the Marvel Comics Universe (which can also be abbreviated confusingly to MCU) in 2006 are vastly different, with varied make ups of heroes and the trailer only reaffirms that - there's nothing majorly comic influenced here. Heck, Marvel's finest aren't even fighting over the same thing - in the graphic novel it's the Superhero Registration Act, but as first mentioned in Ant-Man's stinger and reaffirmed in several other places, on screen it's the Sokovia Accords, a totally different legislation. Or is it? The document Ross shows the New Avengers is subtitled "Framework for the Registration and Development of Enhanced Individuals", which for all its fancy wording basically is the same thing as the act in the comics. What this means is that while there's a different name, most likely stemming from the origin of the bill, the implications are indeed incredibly similar. Or, at the very least, the Russo's are acknowledging where the whole idea comes from.
