17. General Medrano - Quantum Of Solace
The secondary villain of Quantum of Solace is one seriously nasty piece of s**t and few Bond villains have been more disturbing than this one, even if he was heavily underused in Quantum of Solace.
A brutal and sadistic Bolivian general who is shown to be a frequent rapist, Medrano is planning a coup and makes a deal with Dominic Greene to help him with this. He also has a connection with main Bond Girl Camille Montes (Olga Kurylenko), as he killed her family when she was a child (and raped her mother and sister too). During the final battle, Camille finally kills Medrano.
Utterly repulsive and played with sleazy, skin-crawling brutality by Cosio, this guy might've only been in it for ten minutes but as villains go he's a major scene-stealer. In fact, he arguably should've been the main villain of the film instead of Dominic Greene; just think how much better that would've been.
