Tiago Rodriguez, who's played by Javier Bardem, was an MI6 agent who was left to die during a mission on the orders of M, played by Judi Dench. Feeling betrayed by the British government, Tiago recreated himself as a cyber-terrorist called Raoul Silva and dedicated his life to destroying M.
Silva doesn't want to rule the world or blow up Europe. He just wants revenge. His motivation is simple but his reason is so personal, you feel for him. Not only does Bardem ooze sinister charm in every frame, his one-shot monologue about rats has got to be the best introduction for a Bond villain ever.
If you still doubt Silva's efficiency as a villain, he is the ONLY major Bond villain that accomplished his mission. For all of Blofeld's bluster for world domination, he's been thwarted by 007 time and time again. But despite Bond's efforts, he failed to stop Silva from murdering M.
Silva may not have the same reputation as Goldfinger or Trevelyan but that's because he's been a part of the series for less than a decade. Give it time and Bardem's character will be hailed as one of, if not, the best Bond villain ever.
