When the Indominus Rex first escaped confinement at Jurassic World, Simon Masrani (Irrfan Khan) argued that this was always an eventuality, and that the very park itself was built with the knowledge and confidence that they could handle such a thing.

As it turns out, though, Jurassic World's emergency measures left a lot to be desired. As a precaution, they brought everybody back to the main promenade, which essentially gave the Indominus Rex one big heat signature to hunt, and left them as sitting ducks when the Pterosaurs attacked.

There were over 20,000 guests at Jurassic World that day, and it was proven that the systems in place couldn't keep any of them safe. With all of them crowded in one space, a simple PA announcement told them to get shelter due to a "containment anomaly", essentially declaring every man for themselves.

Unsurprisingly, there was chaos, and safe shelter would have been found by only a tiny percentage of the visitors. The birds attacked and killed an immeasurable number of people thanks to the genius idea of gathering everyone together. Masrani was confident that the park could handle an emergency situation, but he couldn't have been more wrong.
