6. Red Skull - Captain America: The First Avenger

His later appearances in the Infinity War movies may have changed his character markedly into a sort of chaotic neutral rather than a villain, but from his other MCU movie, he was still a great bad guy.

Fundamentally, he is a good old-fashioned comic book villain, sharing story genetics with Bond villains and intent on world domination on a scale usually reserved for cartoons. He's designed to make Hitler look inferior as a malevolent force and that's no easy feat, of course. There's even something almost 1980s Disney about him thanks to his look.

Red Skull is the reason the first Cap movie is more than just a charming period piece: he adds an entirely different, more theatrical bent and while he's more pantomime than some of the other figures on this list, Hugo Weaving's performance is legitimately menacing. And like some of the other great villains, he works so well because he's the perfect inversion of Captain America himself.
