23. Sir Miles Axlerod - Cars 2

Just edging out his Cars 2 subordinate, is Sir Miles Axlerod, the true mastermind of the lemon cars.

Axlerod places slightly ahead of Professor Z on the list for two reasons. One the twist of him being the true villain at the end is probably the most intelligent part of the movie and two, he's voiced by the ever wonderful Eddie Izzard.

Aside from that though, he's a pretty awful bad guy. I mean how do you get outwitted by Mater The Tow Truck. How is that even possible?
