Dr. Tolian Soran is the scientist-turned-madman, obsessed with returning to the Nexus, in Star Trek: Generations. To achieve his aim, he is happy to destroy stars, solar systems and ships named Enterprise. As Guinan says, the man is so consumed by his need to see his dreams made flesh again that he won't care about anything else, making him extremely dangerous.

Though he takes the time to speak to Picard about his plans, he appears altogether unconcerned with the ethical issues of destroying life. The only moment that even seems to give him pause is the comparison that Picard makes between him and the Borg. Yet even this isn't enough, as it merely confirms that, to him, death is one of the constants in the universe.

In the Nexus, he finds a new set of rules, one that frees him from this pain. And, in a way that is different from many on this list, he is entirely successful in achieving his ends. He does in fact enter the Nexus. While Picard, and of course Kirk, manage to return to an earlier point in time to battle him, he himself is still somewhere in the Nexus, whether as a shadow or a full version of himself.

Soran won, and both Captain Kirk and the Enterprise-D were lost in so doing.
