4. The Borg Queen
While bringing the Borg to the big screen offered a big budget, incredibly dangerous villain for the Enterprise-E to face off against, the shared voice of the Collective does not make for an engaging screen-baddy. The decision was made to give the Borg a face and Alice Krige more than capably stepped up to the plate.
The Borg Queen is easily one of the most frightening villains in all of Star Trek. She is seductive while remaining as cold as ice. She shows emotion in a way that the rest of the drones don't, though when she snaps at Data and Picard there is a fierce power behind every word. In that moment, it is easy to imagine her taking enjoyment from the assimilation of countless millions, as she puts it.
Still, even Data is tempted by her offer of unity. The joke is that he is only tempted for less than a second, but in her there is the chance for a Bio-Mechanical marriage of materials. Her death, reduced to just her mechanical parts by warp plasma, is both horrifying and deeply gratifying after so much of the Enterprise's crew. She may have created Locutus, but her legacy lies in the damage she almost succeeded in doing to Data.
