16. Why Does Steppenwolf Need The Scientists At All?

As we head towards the third act of Justice League it turns out that Steppenwolf is kidnapping scientists - and a janitor because his subordinates are morons, apparently - in order to discover the whereabouts of the third Mother Box.

But why? The other two boxes seemed to call to him explicitly to reveal their location, where he simply teleported and retrieved the boxes, even despite the security surrounding them both. So why didn't the third box, which has been in operation for the longest time, not trigger Steppenwolf's awareness system?

It's an inconsistency that again makes the apparently super-powerful villain look a little silly. It's not like that box is any different to the others, after all.
