Norman Osborn deserves his time to shine as a villain before becoming the Green Goblin. Having him establish himself as a supreme threat without superpowers through his Dark Avengers would be a great way to explore his character deeply, open up worlds of story potential, and link back to past MCU films like Iron Man 2’s Justin Hammer.
Plus, allowing him to plant deep roots in the MCU will only make his cruelty more impactful as time goes on.
