Speaking of government agencies, in spite of Phil Coulson's love affair with Captain America, the reformed S.H.I.E.L.D. will be at the forefront of the Pro-Registration activities and Coulson will have to go up against his idol. S.H.I.E.L.D. were the key enforcers of the Superhuman Registration Act in the comic books and it's more than likely that they'll have exactly the same stance in the movie arc. Indeed, it will probably be directly through S.H.I.E.L.D. that superhumans will be asked to register, meaning that they'll be an integral part of the storyline as a whole. One thing's for sure - Coulson won't stand for any nonsense and having the backing of the skilled agents of S.H.I.E.L.D. (Melinda May, Skye, Antoine Triplett, Jemma Simmons and Leo Fitz et al) won't do Tony Stark any harm at all.
