17. Captain America: The First Avenger
As with Thor, the final fight in Captain America: The First Avenger isn't really much of a fight at all, and it's highly anti-climactic.
Cap fights a few soldiers and he and Red Skull punch each other up a bit, but it abruptly ends when Skull holds the tesseract and disappears. It wasn't until Avengers: Infinity War seven years later that we find out what even happened to him.
The plane action does make it all a little more exciting, but overall this is a brief and bare-bones final battle.
It's entertaining and well directed, but it ends too abruptly to leave much of an impact on viewers.
Steve's subsequent sacrifice and telling Peggy goodbye is emotional, (yeah, he survives, but he didn't know he would), but the final fight on its own keeps this from ranking any higher.
