MCU: Predicting 25 Movies Marvel Will Make After Phase 3

The Film

As in the comics, this could see General Ross put together a team of villains or anti-heroes under his control, designed to work as a black ops team. Members have included villains and heroes as diverse as The Punisher, Hulk, Man-Thing, Ghost Rider, Zemo and Green Goblin, and it would be great to see similar in a film.

Obviously that will no doubt attract accusations of copying Suicide Squad, but it's more compelling to think of the Thunderbolts as a team set up specifically to hunt rogue heroes under Ross' control.

If that also meant him turning into Red Hulk, that would be even better.

Any Evidence?

Well, before he made Guardians of the Galaxy, James Gunn talked up his desire to make a Thunderbolts movie, and revealed that Kevin Feige had told him that if Guardians worked, he could do what he wanted. And we all know how that film turned out...

Any Groundwork?

Well, General Ross is back, and we know for a fact he will be pretty pissed at how Civil War ended. There's no way he'd be happy to allow any other heroes to set up an Avengers-style team to protect the USA, and putting himself in that position would make more sense.

And he could call on Zemo - who we know is in prison - to channel his notorious hatred of heroes to his benefit too.

So there's a way in there definitely.
