7. Leia Organa

Make no mistake, Leia Organa has just as much raw power potential as her brother Luke Skywalker, but circumstances have simply dictated that she was never equipped to do anything with those powers. She missed out on Luke's Force training and instead became a warrior princess - surpassing him in traditional combat ability easily as she grew up.

But she's definitely still Force sensitive, and according to JJ Abrams, she only doesn't use her powers out of choice.

"It was a great question, and one that we talked about quite a bit, even with Carrie [Fisher]…Why did she not take advantage of this natural Force strength that this character had. And one of the answers was that it was simply a choice that she made, that her decision to run the Rebellion, and ultimately this Resistance, and consider herself a General, as opposed to a Jedi. It was simply a choice that she took."

So, basically, she's powerful AND super restrained. That's a special kind of blend, even if it, unfortunately, robs us of the chance of seeing Leia going to town on Kylo Ren with some Force violence.
