3. Rey

Strictly speaking, Rey and Kylo Ren are on equal-footing, even with Ren's superior training and experience with the Force. She might be hamstrung by ignorance, but her powers are boosted naturally by the goodness of her heart (for now anyway) and her strength of conviction. And he's limited by his inner turmoil (which will probably destroy him in the end).

She essentially has that whole Luke Skywalker thing - in that she's worthy and powerful enough for the traditional rules of teaching Force powers don't really apply. And if she truly is the Chosen One, we can expect a huge rise in the curve of her power map as she comes into contact with Luke Skywalker more.

Even without much training, she's able to show off enough power to terrify Skywalker into reluctance, which suggests she's the real deal. It's now just a matter of focusing that, on top of her existing combat skills.
